Acreage to get library branch and a community center

THE ACREAGE — Two concurrent land deals between Palm Beach County and the Indian Trail Improvement District could bring Acreage residents two buildings, officials say they have sorely needed for years, a library and a community center.

The special taxing district, which oversees many aspects of infrastructure in The Acreage, including parks, is working on two 50-year land leases of two pieces of property, both for a nominal amount such as $1, said district board member Mike Erickson.

In the first deal, the district plans to lease to the county 7 acres of district-owned land at the corner of Orange Boulevard and Seminole Pratt-Whitney Road. The county will use this to build a library, Erickson said.

In the second lease, the county would lease the district 28.9 acres on the south side of Acreage Community Park on 140th Avenue. The district has wanted to expand the park's facilities to the south for years including an enclosed community center and indoor recreation building, Erickson said.

District board president Michelle Damone said both leases are being finalized and are expected to be voted on by both sides sometime next year. The plan is to sign both 50-year leases on the same day so they expire on the same day and a future board could vote on whether to renew both at the same time, Damone said.

"Our community really deserves both of these," Damone said.

County Library Director John Callahan said the county expects to start building the $14 million library branch late in 2010.

The 30,000-square-foot library branch will be roughly the same size as the Wellington branch. Callahan said Acreage residents have been clamoring for a library of their own since at least 2001 and the money will come from a countywide library bond passed in 2002. Right now the closest branch they have is the Royal Palm Beach library, which was closed for the past year and only recently reopened after being renovated.

"You have over 50,000 residents — people essentially without service there," Callahan said.

Damone said the recreation and community center building will likely be just south of where the football fields are now at Acreage Community Park. She said the district will have a public workshop, likely in February, to get input from residents on how to expand the park and what kind of community center they want.

Some of the other possibilities for the southern expansion include basketball and tennis courts, Damone said. Erickson said the expansion could also allow more parking, more games at the park and the ability to expand the jogging trail .

Damone said an indoor community center will allow programs such as karate and line dancing as well as a public meeting place. Right now all the park activities are based on outdoor sports such as flag football.

The library is fully funded and is slated to open in 2012, Callahan said. The park expansion is a different story. Because they are still working on expansion plans, district officials have not determined the exact design and cost.

Erickson said the community center alone could cost $7 million. The district has about $5 million in money saved for capital projects, but some of that might be needed for road projects, Damone said. Damone said she is hoping new District Administrator Tanya Quickel will be able to find state and federal grants and matching money to pay for some of the expansion costs.

"This is where adding Ms. Quickel is going to pay off in the long run," Damone said.

Palm Beach County will begin construction of the widening of Seminole Pratt Whitney Road from SR 80 to north of Sycamore Drive West after January 1, 2011. This will result in 4 lanes replacing the existing 2 (with a raised grass median in the center). The Indian Trail Improvement District is a special district responsible for improvements, drainage and maintenance of swales, canals, roads and parks in a 110 square mile area of central, western Palm Beach County, Florida. It was created by the Florida Legislature in 1957 for the purpose of reclaiming lands within its boundaries for water control and management as well as protecting the area from the negative effects of periodic flooding. Over time, improvements such as canals, berms, levees, dikes, pumping stations and other public works projects including the paving of roadways were undertaken.

The District now serves over 50,000 residents and includes the low density residential area known as the Acreage. This western Palm Beach County community has experienced steady growth over the past few decades and with it an increasing demand for centralized recreational amenities and a greater sense of community. As a result, the District has constructed and maintains nine community parks and recreational areas that provide a wide variety of amenities. In looking toward the future needs of its residents, the District collaborated with Palm Beach County and the Florida Communities Trust to purchase approximately 125 acres of natural area along 140th Avenue North. The purchase contract was completed in 2001 with the vision to set aside roughly 28 acres of this area as a community oriented park. The remaining 100 acres would be preserved as a permanent nature reserve. In 2003 initial planning efforts began for the proposed park area.

The proposed new park is to be located along 140th Avenue North just south of the existing Acreage Community Park. To be a true community based park, the constituents it will serve should be involved in its master planning and participate in the visioning for its future. As part of this visioning process, the following survey has been compiled to obtain views, opinions and recommendations for the overall design, amenities and functioning of the park. In addition, the responses to the survey will form the basis for a community based design meeting called a Charette to be held on Saturday, December 4, 2010.

With this survey, we are reaching out to you, the community, to quantify and qualify your opinions on the design, function, form and ultimately future of the park. Your participation in the survey will be greatly appreciated and assist immensely in the plans for the Acreage Community Park South.
